I think characters from anime are fun to use~~ and should add more which i think are:
Syaoron from Tsubasa Reservior Chronicle
Tri-Edge from .Hack roots
Haseo from .Hack roots
Ovan from .Hack roots
Kousuke Ueki from Law Of Ueki
Himura Kenshee from Samurai X (Rurouni Kenshin)
Fye from Tsubasa Reservior Chronicle
Kurogane from Tsubasa Reservior Chronicle
Also Syaoron from Tsubasa Reservior Chronicle
~~ surely will be fun if they add these characters~~^^ anyway bored so i made this ~~^^

Well~~ you should be more open and know about more anime characters~~ anyway those characters would surely rocks or kick ass if they are added to foc~~^^

3 - Samurai Champloo (samurai)
4 - Tengen Toppa Gurren Lagann (mecha)
5 - Monster (murder mystery)
6 - Higurashi no Naku Koro ni (murder mystery)
7 - The Melancholy of Haruhi Suzumiya (random school life)
8 - Cowboy Bebop (space cowboys/bounty hunters)
9 - Fullmetal Alchemist (magic and stuff)
10 - Makai Senki Disgaea (random adventure)

Tsunayoshi Sawada from Katekyo Hitman Reborn would be a nice addition...
Maybe some Killua or Gon from Hunter X Hunter wouldn't hurt...

Personally i would add two characters:

first being Gutts (Berserk) a proven survivalist with mass strength which would be his main attribute. for his skills i would say something like this.

Hand cannon (lvl 1) a blast for 350 -425 damage at first maxing out about 3,000
Rapid Crossbow (lvl 5) starts with 6 shots dealing 150 per hit amd 6 second stunn maxed out with 2.5k and 7.5 second stun.
Berserk Armor (lvl 10) allows hero to move fast increase damage and health while draining health for a set time.
Berserk Form (lvl 25) hero's armor would take the form of a black metalic feral demon and move even faster with massive damage and regeneration. (would stack with armor skill)

weapon would be the dragon slayer 200 damage and 100 strength and 50 agility.

The second being laharl (disgaea) he half demon son of a truly honorable overlord.

Pride of the prince (lvl 2) blast a small energy shot forword that would damage all things in its path until it explodes dealing aoe damage.
winged slayer (lvl 10) would form 4 wings and leap of off map and lunging upon apponent with a masive sword attack.
prinny squad (lvl 12) summon demonlord etna with some prinnys to attack the enemie and the prinnys would explode upin death.
Overlord's Wrath (lvl 20) summonsforth a massive barrage of energy balls which stun and explode for extreme aoe aswell as 20 second stun if the apponent can survive.

weapon would be overlords cape 1000 health 150 strength 50 intelegents.

these are ruff ideas always up for improvements but this is what i think would be awsome if some one could do it.

There are no INT heroes. Spells are free to cast. No mana.

just add some Fate/Stay Night Characters like Saber,Lancer,Assassin,Rider,Berserker,Caster,Archer,and Gilgamesh, in FOC Bleach Max 34_2 they just have Saber and Gilgamesh from FSN Character

Since I'm a huuuuge fan of Hunter X Hunter I'd be very happy to see some of the characters from that series in FOC. They even kinda fit in there and got plenty of abilities, there should be no problem.
